Assassin can solo-farm a lot of things as well, so even though I don't like the class, it's very good for PvE. use critical agility then abilities, if low on energy critical strike, moebius strike to reset combos etc, if you dont want to use dash swap it out for critical eye/defenses. There's a lot of fluff about Scourge lately because its damage moved to ~2nd quartile on raid bosses from 4th and because it has consistent ranged cdps thats optimal for the toughest fractal (100 CM), but if we're talking all PVE (raids, fractals, strikes, open world meta, open world solo - all together) I wouldn't consider it remotely top-tier.
